Marketing is a science. You have your goals, you consider the many ways in which you can achieve these goals, you implement your methods, and then you look and see how it helps you reach your goals and by what degree.

For example, a small business wants to increase sales. They give out discounts to those who cut out a coupon from flyers that they have mailed to select members of the community.
